All of the achievements where you need to do a certain action a number of times are cumulative, so as long as you don’t start a new game you’re fine. If you start a new game for any reason, your progress resets. What this means is that you must fulfill the requirements on one game save. Skills are like perks which make it easier for your character to do certain things, like holding your breath longer, faster reloading, additional ammo and increased health.
